Umberto Zuballi was born in 1947 to a family from Koper who fled to Varese after the Yugoslav occupation. He completed his studies in Trieste. In 1976, during the Friuli earthquake, he held an important position in the Region, dealing with the legislative aspect of reconstruction. After winning the competition at the TAR, he became an administrative judge in Trieste and Venice, then President in Pescara and Trieste. Creator of the annual conferences between Italian, Slovenian and Croatian jurists on 'Changing Administrative Law', he was awarded the Order of the 'Croatian Braid'. In addition to various law books, he has published four novels: La Signora smarrita published by Giuffrè, Trieste oltre published by Italo Svevo, La congiura del rompighiaccio and Giustizia per Sofia published by Musa Talia.
